Shell's help says what a bare Shell is: $SHELL if it is executable, else /bin/sh, not "the login shell"
The settings table and the bad-value refusal said bare Shell returns
to the login shell, but defaultShell takes $SHELL when it can run it
and /bin/sh otherwise; the passwd entry is never read. Both now say
what the code does.
