The leader key's comment says where it applies: every normal mode, a tag's and a PDF's too, never a raw terminal's
config.zig said leader paths apply in body normal mode only, but
normal.zig takes the leader action for every target it handles, tags
and the column and workspace tags included, and a PDF pane passes it
through. The behaviour is the useful one; the comment is corrected.
